A expansão da educação superior como estratégia de desenvolvimento territorial: o caso da Universidade Federal do Cariri

Abstract

Esta tese fala sobre o processo de criação da Universidade Federal do Cariri (UFCA) como parte de uma política pública brasileira de expansão e interiorização da educação superior. Tem como ponto de partida a chegada da Universidade Federal do Ceará na região do Cariri, onde a sociedade local já ansiava pela presença de uma Instituição de Nível Superior. No ano de 2013, o Campus da UFC no Cariri é desmembrado e transformado em uma universidade nova e autônoma. Mas os antecedentes da nova universidade apontam que esta foi estruturada a partir de uma visão institucional e política que empregou a atuação sociocêntrica de múltiplos atores para a conformação da educação regionalizada. Portanto, o objetivo desta tese foi analisar, sob o viés político-institucional, como se efetivou a criação da Universidade Federal do Cariri como uma estratégia de desenvolvimento territorial para o sul do Ceará. Para isso, importaram conhecer as diretrizes nacionais e internacionais de expansão do ensino superior e propostas de interiorização para o desenvolvimento territorial; analisar o contexto sócio-político da Região do Cariri que a transformou em um polo educacional; identificar e analisar o processo de criação da Universidade Federal do Cariri – atores, negociações e instâncias envolvidas; e analisar a inserção da UFCA na rede de universidades federais e estaduais do Estado do Ceará, em termos de cooperação e atividades integradas (projetos de pesquisa, pós-graduação ou extensão). Para que a pesquisa fosse viável, elegeu-se o Estudo de Caso como a estratégia qualitativa mais aderente ao objeto em tela. A análise dos dados triangulou a literatura especializada em desenvolvimento regional/territorial, políticas públicas e educação superior; dados socioeconômicos da região; e entrevistas com 14 pessoas envolvidas no processo de criação da UFCA. Além da Triangulação de Dados, foi empregada a técnica da Arena de Atores, que contribuiu para ilustrar diferentes motivações e negociações envolvidas em torno da nova instituição universitária. Os resultados apontaram que a UFCA é resultado de uma ação eminentemente sociocêntrica, que contou com a atuação de agentes políticos, agentes públicos, sociedade civil e iniciativa privada. A confiança da sociedade em que a universidade traria efeitos positivos foi o principal elo estabelecidos entre esses diversos atores, que imbuíram na estrutura administrativa e pedagógica da universidade a necessidade e o compromisso com as questões regionais do Cariri, ligadas ao desenvolvimento da região. Como contribuições, a tese ajudou a revelar como processos sociocêntricos podem ser importantes para a implementação de políticas públicas mais regionalizadas e, dessa maneira, melhor integradas às necessidades locais. As sugestões de ampliação deste estudo indicam que universidades congêneres à UFCA podem ser analisadas a partir do enfoque dado no que tange às negociações, participação e interesses no processo de criação dessas instituições.

This thesis talks about the process of creation of the Federal University of Cariri (UFCA) as part of a Brazilian public policy of expansion and internalization of higher education. Its starting point is the arrival of the Federal University of Ceará in the region of Cariri, where local society already longed for the presence of a Higher Education Institution. In the year 2013, the UFC Campus in Cariri is dismembered and transformed into a new and autonomous university. But the antecedents of the new university point out that this one was structured from an institutional and political vision that used the sociocentric and multi-actorial action for the conformation of the regionalized education. Therefore, the objective of this thesis was to analyze, under the political-institutional bias, how the creation of the Federal University of Cariri was effected as a territorial development strategy for southern Ceará. In order to do this, it was important to know the national and international guidelines for the expansion of higher education and internalization proposals for territorial development; to analyze the socio-political context of the Cariri Region that transformed it into an educational pole; identify and analyze the creation process of the Federal University of Cariri - actors, negotiations and instances involved; and to analyze the insertion of the UFCA into the network of federal and state universities of the state of Ceará, in terms of cooperation and integrated activities (research projects, graduate studies or extension). In order to let the research possible, the Case Study was chosen as the qualitative strategy most adherent to the object on canvas. Data analysis triangulated the specialized literature on regional / territorial development, public policies and higher education; socioeconomic data of the region; and interviews with 14 people involved in the UFCA creation process. In addition to Data Triangulation, the Actors Arena technique was used, which contributed to illustrate the different motivations and negotiations involved around the new university institution. The results showed that the UFCA is the result of an eminently sociocentric action, with the participation of political agents, public agents, civil society and private initiative. The trust of the society in which the university would bring positive effects was the main link between these various actors, who imbued the university's administrative and pedagogical structure with the need and commitment to the regional issues of Cariri, linked to the development of the region. As contributions, the thesis helped reveal how sociocentric processes may be important for the implementation of more regionalized public policies and, thus, better integrated with local needs. The suggestions for the expansion of this study indicate that universities similar to the UFCA can be analyzed from the perspective given regarding the negotiations, participation and interests in the process of creation of these institutions.
