Candeal Pequeno: um território usado

Abstract

Neste estudo, buscou-se identificar os elementos, agentes e fatores, responsáveis pelo processo de transformação do Candeal Pequeno, de espaço urbano estigmatizado a ser uma favela, à condição de um espaço cidadão, referência mundial em mobilização social e produção cultural. Projeção conquistada a partir do esforço coletivo da comunidade que reconhecendo o valor dos seus recursos, agrega a eles um diferencial: o valor social. E a partir do momento em que tomam consciência do valor do território em que habitam, identificam a necessidade de protegê-lo tanto em relação ao avanço do capital imobiliário, intensificado a partir da década de 1980, quanto em relação à preservação dos costumes e tradições afrodescendente, praticados nestas terras, desde o ano de 1781, por Josepha de Sant’Anna e, posteriormente, a partir do seu matrimônio com Manoel Mendes, pelas gerações seguintes. Fundamentado na epistemologia da existência de Milton Santos (2004), adotando como conceito norteador o território usado (SANTOS, 2001) valorizou-se as categorias de análise verticalidades e horizontalidades (SANTOS, 2003) que associadas à solidariedade orgânica e solidariedade funcional organizacional (SANTOS, 2000) garantiram compreender, no processo, a função das organizações sociais - entre elas a Associação Pracatum Ação Social, as Associações de Moradores: Defesa e Progresso, Nove de Outubro e Fonte do Governo, a Associação Lactomia Ação Social e a Congregação Irmãs Ancilas do Brasil - que, em rede, em parceria com segmentos do segundo e primeiro setores da economia respondem, entre outras ações, pela execução do projeto Tá Rebocado e, por conseguinte, pela atual configuração socioespacial do Candeal Pequeno. Que, paradoxalmente, ao incidir sobre o lugar técnica, conhecimento e informação, ao projetar a nova fração do velho abrigo torna o eminente território estranho para alguns moradores mais antigos.

This study was carried to identify the elements both agent and factors, which were responsible for the Candeal Pequeno’s transformation process from a stigmatized urban area like a slum into the conditon of being an area for citzens, which has been considered a worldwide reference on social mobilization and cultural production as well. This projection was reached from the community’s general efforts that recognized the valeu of their resources and gathered to it a differential: The social valeu. And from the moment they became aware of the territory valeu they lived in they realized the need of protecting it related to both immobiliary assets (which was intensified in the 1980’s) and also to their afro-descendent customs and traditons practised in these lands since 1781 by Josepha Sant`Anna and afterwards, from her marriage with Manoel Mendes and the following generations. Based on Milton Santos’s (2004) Epistomology of Existence and also adopting as a leading concept the used territory (SANTOS,2001) it was valued the horizontalities and verticalities categories of analysis (SANTOS, 2003) of which when gathered to the organic and organizational-functional solidarities (SANTOS, 2000) they guaranteed the understanding, in this process, the roles of the social organizations, among them the Associação Pracatum Ação Social, the neighbors’ associations, such as: Defesa e Progresso, Nove de Outubro and Fonte do Governo, the AssociaçãoLactomia Ação Social and the Congregação Irmãs Ancilas do Brasil – which, working in network, and in partnerships with segments of both economy’s first and second sectors respond to – amidst other actions – the running of the project Tá Rebocado and, consequently, the are responsible for the present Candeal Pequeno’s social and spacial arrangements that, paradoxically, by applying technique, knowledge and information into the place, when projecting a new fraction of the old shelter turn the eminent territory into a strange place to some of the oldest inhabitants.
