Intendência da marinha e armazéns reais no arsenal da Bahia (1770-1808)

Abstract

Este estudo foi dedicado às reformas aplicadas à administração portuária e fazendária da Capitania da Bahia, na segunda metade do século XVIII, concebidas na criação da Intendência da Marinha e seu funcionamento, a partir de 1770. Como um instrumento de reforma da Junta da Fazenda na Bahia, ela foi criada para concentrar as funcionalidades das repartições Provedoria da Fazenda e Vedoria do Exército, e eliminá-las enquanto cargos. Atingindo a vida militar da população baiana, foi expandida aos domínios ultramarinos com provimento régio de oficiais da Armada a intendentes da marinha a partir de 1797. Este estudo traz a Intendência da Marinha como uma repartição que, por meio da sua regulamentação e provimentos régios, promoveu o esvaziamento da relativa autonomia dos poderes locais na Bahia. A presença de intendentes de marinha na Bahia contribuiu com o novo projeto fiscalista da metrópole inaugurado com o Erário Régio (1761), requerendo mudanças nas relações de poder das principais zonas portuárias do Império português e em suas Juntas de Fazenda, onde foram deputados. O controle exercido sobre as diversas atividades ligadas à construção naval ligava os intendentes ao controle sobre as matas e a navegação, com a fiscalização das embarcações eles fomentaram o tráfico de escravos, bem como diversas atividades econômicas por meio do controle dos Armazéns Reais e Arsenal, contribuindo para a melhor arrecadação régia. Na América portuguesa, diferentes capitanias demonstraram insatisfação com a presença desses agentes reinóis. Em Salvador, a insatisfação se manifestou nas reivindicações da Conjuração Baiana em 1798. Com a chegada da Família Real portuguesa na Bahia, a partir da abertura dos portos em 1808, quando a Intendência da Marinha sofreria alterações funcionais que justificam o recorte temporal entre os anos de 1770 e 1808.

This study regards the reforms applied to the port and fiscal administration of the Captaincy of Bahia in the second half of the 18th century, conceived in the creation of the Bahia Navy Intendancy and its operation, since 1770. As an instrument of reform of the Board of Finance in Bahia, it was created to concentrate the functionalities of the departments of Finance Provider and Army Controller, and extinguish them as departments. Impacting the military life of the population from Bahia, the office it was expanded to overseas domains with a royal provision of Navy Intendants in1797. This study brings, as central hypothesis, the Navy Intendency as a division that, through its regulation and regal provisions, promoted the reduction of the relative autonomy of local authority powers in Bahia. The presence of Navy officers in Bahia contributed to the new fiscal project of the metropolis inaugurated with the Royal Exchequer (1761), demanding changes in the power relations of the main port areas of the Portuguese Empire and in their Boards of Finance, where they were delegated. The control employed over the various activities related to shipbuilding connected Navy Intendancy them to the control over the forests and navigation. They supervised the vessels and fostered the slave trade, as well as various economic activities through the control of the Royal Warehouses and Arsenal, contributing to a better regal collection. In Portuguese America, different captaincies showed dissatisfaction with the presence of these Kingdom agents. In Salvador, dissatisfaction was demonstrated in the claims of the Bahia Conjuration in 1798. With the arrival of the Royal Family in Bahia, from the opening of the ports in 1808, the Navy Intendency would undergo functional changes that justify the time cut between the years of 1770 and 1808.
