"Pernambucanidade na sua expressão representativamente política": a fabricação da cultura política da pernambucanidade (1964-1988)

Abstract

O objetivo desta tese é discutir o processo histórico de fabricação da pernambucanidade entre os anos 1964-1988. Especificamente, discute a criação das condições de produção, o início do processo de construção, a hegemonia e dissolução da pernambucanidade ao longo desses anos, apropriando-se da mesma a partir do conceito historiográfico de cultura política, entre outros, fundamentado nos trabalhos de autores como Serge Berstein, Odile Rudele, Jean-François Sirinelli, Rodrigo Patto de Sá Motta, entre outros autores. O corpus da pesquisa foi constituído por fontes, como o Diário Oficial do Estado de Pernambuco, alguns editoriais do Diário Oficial União, pelas Revistas e os Livro de Atas do Instituto Arqueológico Histórico e Geográfico Pernambucano, as Revistas da Academia Pernambucana de Letras, alguns editoriais da revista Veja e do Boletim SHPHAN/Pró-Memória, algumas obras da Coleção Pernambucana, váriastas dos Anais da Assembleia Legislativa do Estado de Pernambuco, inúmeros editoriais do Diario de Pernambuco, Jornal do Commercio, entre outros, bem como pelo filme “Batalha dos Guararapes”, de 1978, e a música “Recife, minha cidade”, de 1984, entre outras fontes. Após um trabalho de compilação, foi dado a este corpus um tratamento crítico, não se tomando as informações das fontes como verdades, mas cruzando-as com as de outros documentos, naquilo que foi possível, para problematiza-las. O trabalho está organizado em quatro capítulos. No primeiro discute a criação das condições de fabricação da pernambucanidade; no segundo, discute a configuração que levou ao início do processo de construção da mesma; no terceiro, a configuração que levou a pernambucanidade a se tornar uma cultura hegemônica em Pernambuco; e, por fim, no quarto, discute os seus múltiplos sentidos e o processo que levou a sua dissolução, enquanto cultura política, no governo estadual. A tese defendida, como resultado da compilação, análise e interpretação dos dados coletados, sob as grades conceituais dos autores citados, é a de que a pernambucanidade foi uma cultura política fabricada e sustentada por intelectuais e políticos conservadores ligados a Academia Pernambucana de Letras e ao Instituto Arqueológico, Histórico e Geográfico Pernambucano, liderados por Gilberto Freyre, que estiveram à frente dos órgãos responsáveis pelas políticas culturais do governo do Estado de Pernambuco e do governo federal durante praticamente todo o período da ditadura civil-militar e que tinham na memória idealizada das Batalhas dos Guararapes o seu mito-fundador. Esta tese pretende contribuir para a ampliação do conhecimento historiográfico acerca da colaboração de sujeitos e instituições da sociedade civil com o regime ditatorial, bem como para o melhor conhecimento da história do Brasil e, particularmente, da história de Pernambuco. Pretende, ainda, poder ser usada por indivíduos e grupos que desejem aprender a desvelar os dispositivos e mecanismos de racionalidade que fazem funcionar culturas políticas no presente.

The aim of this thesis is to discuss the historical process of the manufacture of Pernambucanity between 1964-1988. Specifically, it discusses the emergence, hegemony and decline of pernambucanity over these years, appropriating it from the historiographic concept of political culture, among others, based on the works of authors such as Serge Berstein, Odile Rudele, Jean-François Sirinelli, Rodrigo Patto de Sá Motta, among other authors. The corpus of the research was constituted by numerous sources, such as the editorials of the Official Gazette of the State of Pernambuco, some editorials of the Official Gazette Union, the Magazines and the Book of Minutes of the Pernambuco Historical and Geographical Archaeological Institute, the Magazines of the Pernambuco Academy of Letters. , some editorials from Veja magazine and IHPHAN / Pro-Memory Bulletin, some works from the Pernambucana Collection, several minutes of the Proceedings of the Pernambuco State Legislative Assembly, numerous editorials from the Pernambuco Diario, Jornal do Commercio, among others, as well as by “Batalha dos Guararapes”, 1978, and the song “Recife, my city”, 1984. After a compilation work, this corpus was given a critical treatment, not taking the source information as truths, but crossing it. with those of other documents, as far as possible, to problematize them. The work is organized into four chapters. The first discusses the historical configuration in which the emergence of Pernambuco identity emerged as an official concern for the state government of Pernambuco; in the second, it discusses the configuration that led to the consolidation of this identity as pernambucanity; in the third, the configuration that led Pernambuco to become a hegemonic culture in Pernambuco; and finally, in the fourth, it discusses its multiple meanings and the process that led to its decline as a political culture in the state government. The thesis defended, as a result of the analysis and interpretation of the collected data, under the conceptual frameworks of the authors cited, is that Pernambucanity was a political culture manufactured and sustained by conservative intellectuals and politicians linked to the Pernambuco Academy of Letters and the Archaeological Institute. , Historical and Geographic Pernambucano, led by Gilberto Freyre, who were at the head of the cultural policy bodies of the Pernambuco state government and the federal government during virtually the entire civil-military dictatorship and who had in the idealized memory of the Battles of Guararapes the its main identity referential. This thesis intends to contribute to the expansion of the historiographical knowledge about the collaboration of civil society subjects and institutions with the dictatorial regime, as well as for the better knowledge of the history of Brazil and, particularly, the history of Pernambuco. It also aims to help individuals and groups learn to unveil the rationality devices and mechanisms that make political cultures work in the present.
