O sistema de inovação petrolífero sergipano frente aos desinvestimentos da Petrobras: a reorganização da inovação a partir de transformações no mercado

Abstract

This work offers a detailed analysis of the institutional and innovative dynamics surrounding Petrobras' discontinuation of activities in the state of Sergipe, highlighting the implications for the Sergipe Regional Innovation System. It investigates to what extent these small businesses were able to establish (and maintain) a Regional Innovation System (RIS) and how Petrobras' divestments impacted this establishment (maintenance). The study aims to articulate the relationship between the justifications for Petrobras' divestments and broader transformations in the petroleum sector, emphasizing the transition from onshore to offshore operations and the trend towards deverticalization. Additionally, it examines the impact of these changes on educational, research, and extension institutions, anchor companies, and regional service providers, seeking to illustrate the configuration of the institutional ecosystem. The results indicate that Petrobras' divestments have led to significant economic and social changes in the region, primarily manifesting in talent outflow and reduced local business activity. The study highlights the regional resilience and adaptability of educational institutions, which are crucial for workforce empowerment and sustaining future economic development. Moreover, the analysis points to a complex transition, wherein educational institutions play a central role in reshaping the Regional Innovation System, preparing professionals for an increasingly complex ecosystem populated by actors of various shades.
