Emancipação municipal e transformações socioespaciais: os casos de Bom Jesus da Serra e Caetanos

Abstract

RESUMO À luz do contexto da descentralização política, o presente estudo analisa as principais motivações e interesses vinculados aos distintos agentes sociais que se colocaram contra e a favor das emancipações políticas de distritos pertencentes ao município de Poções - BA, ocorridas em 1989. Dessas emancipações foram criados os municípios de Bom Jesus da Serra e Caetanos. A análise teve como foco as principais modificações socioespaciais ocorridas nos novos municípios e no município matriz. A pesquisa buscou também compreender as questões ligadas a litígios em áreas de limites político-administrativos que envolvem os municípios estudados, e também as formas de cooperação entre os municípios, aqui representadas pela Associação dos Municípios da Microrregião do Sudoeste da Bahia (AMIRS) e o Consórcio Intermunicipal de Saúde do Sudoeste da Bahia (CISSUDOESTE). A pesquisa passa, portanto, pelo entendimento do conceito de território e sua realidade espacial, para que possam ser compreendidas as relações de poder inerentes aos processos de emancipação, e também a própria produção do espaço geográfico. Foram analisados dados e fotografias de período imediatamente após a emancipação e outros atuais, além da aplicação de questionários e entrevistas, para que fosse possível a compreensão das modificações socioespaciais. Muito embora a motivação principal das emancipações municipais tenha sido de ordem política, deflagrada pelas lideranças políticas locais, verifica-se que houve avanços sociais e econômicos consideráveis nos municípios estudados, a exemplo de melhorias na educação, com a ampliação dos níveis de ensino; e na saúde, com a oferta de serviços antes oferecidos somente na sede do município de Poções; além de outras melhorias infraestruturais, como energia elétrica, calçamento das ruas e água encanada.

ABSTRACT In the light of the context of the political decentralization, this study analyzes the main motivations and interests that are tied to the distinct social agents that were pro and against political emancipations of districts that belong to the city of Poções – BA in 1989. From these emancipations there were created the cities of Bom Jesus da Serra and Caetanos. The analysis had as its focus the main social spatial modifications that happened in the new cities and in the matrix city. The study also searched to understand the questions that are related to disputes in areas of political – administrative limits that involve the studied cities , and also, the types of cooperation among the cities , that is here represented by the Association of the Cities of the Micro region of the Southwest of Bahia (Associação dos Municípios da Microrregião do Sudoeste da Bahia (AMIRS) ) and the Intermunicipal Consortium of Health from the Southwest of Bahia ( Consórcio Intermunicipal de Saúde do Sudoeste da Bahia (CISSUDOESTE)) . This way the study goes through the understanding of territory and its spatial reality so that the relations of power that are inherent to the processes of emancipation can be understood, as well as the production of the geographical space itself. There were analyzed data and photographs from the period right after the emancipation, and other current ones, as well as the application of questionnaires and interviews so that it would be possible the understanding of the social spatial modifications. Even though the main motivation of the municipal emancipations has had a political reason that has been deflagrated by local political leaderships , it is verified that there has been social and economic advances in he studied cities , as for example , improvement in education , with the broadening of teaching levels ; and in health with the offering of services that had only been offered before in the seat of the city of Poções , as well as other infrastructural improvement , as electrical energy , pavement of the streets and piped water.
